Attorney-General and Minister for Justice, Dr. Dominic Ayine, has announced that eight people, including three former officials of the National Service Authority (NSA), have approached his office to negotiate plea deals in connection with the ongoing financial scandal at the National Service Scheme (NSS).
Speaking at the Government Accountability Series on Monday, July 28, Dr. Ayine said the suspects are cooperating with investigators and have offered to testify against others involved. Some vendors and service providers linked to the case have also expressed willingness to act as prosecution witnesses.
“These are not just rumors; these individuals were directly involved. They are now working with us and their lawyers to negotiate plea bargains.”
Dr. Ayine also revealed that the formal charges, which were expected last week, were delayed due to the discovery of new evidence. Investigators recently uncovered a suspicious Bank of Ghana account tied to former NSA Director-General Mr. Osei Assibey. According to Dr. Ayine, GH¢189 million was deposited into the account, but GH¢80 million is currently unaccounted for.
“We found two cheques linked to Mr. Assibey’s name and account that were used to withdraw nearly GH¢2 million,” he said, calling the discovery a major breakthrough.
He added that more documents are being gathered from the Bank of Ghana, Ministry of Finance, and Controller and Accountant-General’s Department to support the case.
“The Bank of Ghana has informed me that the full bank statement will be delivered to my office today,” he said.
Investigations into the scandal are still ongoing, and Dr. Ayine assured the public that the government is committed to ensuring accountability and justice.
